sb. be familiar with sth.  某人对某事不熟，人作主语

sth. be familiar to sb. 某事对于某人来说不熟悉，事作主语

例句：

She is familiar with English.
她通晓英语。

I am familiar with him.
我和他很要好。

He is familiar to me.
我熟悉他这个人。

Your name is familiar to me.
你的名字我是熟悉的。
 
This street is familiar to me.
